Instructions
  1. Whisk all ingredients together
  2. Heat vegetable oil in a skillet. Line baking sheet with paper towels
  3. Scoop 2-3 Tablespoons of batter into the heated skillet
  4. Cook 2-3 minutes on each side or until golden brown. Let cool on paper towel.
  5. Garnish with scallions and serve with horseradish sauce
