Preheat oven to 375 F
Peel and cube potato and put in small pot and cover with water. Bring to boil and cook 15-20 minutes or until soft
Strain and mash potato
Mix in milk and butter
Season with garlic powder, onion powder, salt and pepper
Add Parmesan, cheddar cheese, corn starch and chives
Spray muffin tins and spoon mixture into 3/4 of the tin
Bake for 20-25 minutes or until golden brown
Top with some sour cream and chopped chives
